ESTIA publishes initial position on the Cloud and AI Development Act

ESTIA has published its initial position on the proposed Cloud and AI Development Act (CADA), calling on EU co-legislators to preserve and strengthen the Regulation’s ambition to support European cloud and AI sovereignty.

CADA is a decisive opportunity to strengthen Europe’s cloud and AI ecosystem, reduce strategic dependencies and enable secure, resilient and competitive European digital infrastructure to scale.

In its position paper, ESTIA calls for a clear, harmonised, binding and auditable cloud sovereignty framework that addresses both sovereignty over data and sovereignty over the service. The paper also stresses the need for meaningful Union assurance levels for sensitive public-sector data and workloads.

ESTIA further calls for public procurement to become a strategic lever for European competitiveness, including a strong role for European sovereign cloud providers in critical public-sector workloads. Support for open-source solutions, open cloud stacks and European-controlled data-centre capacity will also be essential to strengthening Europe’s long-term technological resilience.

ESTIA stands ready to work constructively with the European Commission, European Parliament and Council to ensure that the final Cloud and AI Development Act delivers secure, resilient and competitive sovereign cloud solutions for Europe.
