POSITION ON THE CLOUD AND AI DEVELOPMENT ACT

ESTIA welcomes the Cloud and AI Development Act (CADA) as a decisive opportunity to strengthen Europe’s cloud and AI ecosystem and advance its digital sovereignty. Europe needs secure, resilient and competitive cloud services that reduce dependency and give European organisations greater control over their data, services and critical digital capabilities.

ESTIA calls on the European Parliament and Council to preserve and strengthen CADA’s ambition through a clear, binding and auditable cloud sovereignty framework. This framework should address both sovereignty over data and sovereignty over the service, while ensuring that the highest Union assurance levels provide meaningful protection for sensitive public-sector data and workloads.

The position paper also calls for public procurement to become a strategic lever for European competitiveness, including a strong role for European sovereign cloud providers in critical public-sector workloads. Supporting open-source solutions, open cloud stacks and European-controlled data-centre capacity will also be essential to building Europe’s long-term technological resilience.
